Saudi Arabia Suspends Deportations of Syrians with Expired Permits While Protesters Denounce the Arab League

Summary of Events
 
Saudi Arabia announced it will halt deportation procedures for all Syrians with expired visas or permits. This decree was issued by the Saudi King Abdullah Bin Abdul Aziz after several reports of deportees getting tortured upon their arrival in Syria. There is currently more than half a million Syrian expatriates in addition to millions of Arab citizens residing in Saudi Arabia.
 
Security forces killed at least 22 civilians today in Homs, Hama, Damascus suburbs and Daraa. The killings took place when security forces opened fire at demonstrators who came out on the Friday of “the Arab League is killing us.” Demonstrators held signs accusing the Arab League of assisting the regime in killing more Syrians by extending endless ultimatums and grace periods to the regime. The most recent disappointment was the indefinite postponement of an Arab League meeting to discuss Syria that was set for Saturday. Demonstrators also called for a no-fly zone, international protection, and support for the forces fighting against the regime. Demonstrators also burnt the flag of Russia, and pictures of Medvedev and Putin. What was noticeable was a banner held in Idlib that said "Obama's procrastination kills us, we miss Bush's audacity. The world is better with America's Republicans", Syrians feel the US is not doing enough to stop the massacres against the Syrian people.
 
Demonstrations broke out in full force today in all major Syrian cities overcoming a noticed decrease in numbers during the past few weeks. Whenever the regime tightens its security grip and intensifies its military crackdown on demonstrators, they adapt and come up with new means to demonstrate. Most recent demonstrations shifted to blocked alleys away from open spaces and are getting extremely organized. Thirty-three demonstrations were recorded in Aleppo today, which has been trying to enter the revolution in spite of the thousands of security officers deployed on the streets daily to stop gatherings. The total number of demonstrations recorded today was 260 in total, 26 in Damascus and 45 in its suburbs, 59 in Daraa, and 48 in Homs and Idlib, 35 in Hama, 23 in Deir Azzour, and 9 in Lattakia, Hasaka, Tarouts, and Raqqa.

السعودية تُقرر عدم ترحيل السوريين المنتهية تصاريحهم خوفاً عليهم من نظام الأسد، والمتظاهرون السوريون يُنددون بموقف الجامعة العربيّة
 
أعلنت الحكومة السعوديّة أنّها قررت عدم ترحيل أي مواطن سوري مقيم على أراضيها حتى لو انتهى تصريح الإقامة الخاص به. ويأتي هذا المرسوم من العاهل السعودي الملك عبد الله بن عبد العزيز بسبب تعرض عدد من السوريين العائدين من الخارج إلى عمليات اعتقال وتعذيب. ويُذكر أنه يوجد نصف مليون سوري في السعودية بالإضافة إلى ملايين أخرى من العرب الذين يتمّ ترحيلهم بعد انتهاء مدة إقاماتهم
 
وقامت قوّات الأمن اليوم بقتل 22 مدنياً على الأقل في حمص وحماة وريف دمشق ودرعا. وحدث ذلك حين أطلقت قوّات الأمن النيران على المتظاهرين الذين خرجوا اليوم في الجمعة التي سمّوها جمعة "الجامعة العربية تقتلنا". ورفع المتظاهرون شعارات تتهم الجامعة بالمشاركة في قتلهم بسبب المهل غير المتناهية التي منحتها جامعة الدول العربيّة لنظام الأسد. ويُذكر أنَّ الجامعة العربيّة قد أرجأت اجتماعاً مقرّراً في الغد لبحث الملف السوري لأجل غير مسمّى. وقد طالب المتظاهرون أيضاً بحماية دوليّة وحظر جوّي ودعم القوات التي تحارب الأسد، بينما قام البعض بحرق أعلام روسيا وصور بوتين وميدفيديف. واللافت للنظر أنّه تمّ رفع لافتة في إدلب تتمنّى وجود الحزب الجمهوري في البيت الأبيض لسرعتهم في التحرك بسبب اعتقاد المتظاهرين أن الولايات المتحدة لا تقوم بما يجب أن تقوم به لوقف المجازر في سورية
 
وقد خرجت مظاهرات اليوم في أغلب المناطق السوريّة مجدّداً للتعويض عن انخفاض الأعداد في الأسابيع الماضية، حيث كلّما قلّت المظاهرات بسبب عنف وحصار وقمع النظام، كلّما قام المتظاهرون بابتكار طرق جديدة للتظاهر، آخرها إغلاق الطرق الفرعيّة بحواجز لحماية مناطق التظاهر التي تنفّذ في الشوارع الضيقة التي لا تدخلها الدبابات. وقد تمّ تسجيل 33 مظاهرة على الأقل في حلب التي بدأت تحاول الدخول للمظاهرات على الرغم من قيام نظام الأسد باستنفار الآلاف من رجال الأمن للحيلولة بينها وبين الثورة. وبلغ عدد المظاهرات حوالي 260 مظاهرة في سورية، خرجت منها 26 في دمشق و45 في ريف دمشق و59 في درعا و48 في حمص وإدلب و35 في حماة و23 في دير الزور

Human Rights Watch Accuses 74 Syrian Military Officers of Crimes Against Humanity

Summary of Events
 
Human Rights Watch (HRW) produced an 88-page report documenting the Assad regime’s violations of human rights after interviewing dozens of defected soldiers and security personnel. HRW produced a list with the names of 74 military officers accused of involvement in the violations, and called for their referral to the International Criminal Court for investigations. All of the defectors interviewed by HRW said they were instructed to end the peaceful demonstrations “with any means”.
 
Russia, in an unexpected move, put forth a draft UNSC resolution condemning the violence in Syria and calling for the Assad regime to end its suppression of the peaceful demonstrations. Many diplomats welcomed this draft resolution even though many called for amendments, such as setting a specific timetable for the regime to end the crackdown, and putting those involved in human rights violations to trial. However, after analysing the text it is clear that the resolution equates the regime’s murders, tortures and rapes, to the demonstrators’ acts of self-defence, as the resolution calls for the demonstrators to end their violence “equally”.
 
The SNC announced it will be holding its first general assembly meeting from 16-18th December in Tunisia. The meeting will be attended by 200 SNC members, SNC President, Arab state delegations, and many activists.
 
With the beginning of the tenth month of the revolution, the regime intensified its crackdown killing at least forty today, mostly in Idlib and Daraa. Additionally, the military campaign targeting Hama continues, as the regime intensified the terror campaign against the city in a futile attempt to end the general strike that began five days ago in the city and across many Syrian towns.
 
In Idlib, regime informers and agents have been spreading rumours of the complicity of activists with the regime in Jisr al-Shughour to create internal strife. The regime is trying to apply the Machiavellian ‘divide and conquer’ after it obviously failed to control areas such as the north-eastern mountains of Idlib. These areas are considered regime-free zones, except for a few checkpoints in the outskirts, as a result of the protection efforts by defected soldier units unified under the command of the Saladin Brigade. On another note, 13 militiamen responsible for many killings and kidnappings have been captured in the village of Marat Mesrin.

أصدرت منظمة هيومن رايتس واتش تقريراً من 88 صفحة وثّقت فيه انتهاكات النظام السوري لحقوق الإنسان بناء على شهادة العشرات من عناصر الجيش والاستخبارات المنشقين. وأصدرت المنظمة أسماء 74 مسؤولاً عسكريّاً تابعٍ لنظام الأسد مُتهمين بالضلوع أو التغاضي عن عملياّت قتل وتعذيب واعتقالات لمدنيّين مُسالمين. ودعت المنظمة مجلس الأمن إإحالة نظام الأسد إلى المحكمة الجنائيّة الدوليّة والتحقيق مع المتّهمين. وقد ذكر جميع المنشقين الذين قابلتهم المنظمة أنّ قادتهم أعطوهم أوامر بوقف المظاهرات السلمية بأيّ طريقة كانت
 
وفي تحرك مفاجئ قامت روسيا باقتراح مشروع قرار في مجلس الأمن الدولي يُدين العنف في سورية ويدعو نظام الأسد إلى الكف عن قمع المتظاهرين السلميين والاستخدام غير المتكافئ للقوّة من جانب النظام. وقد رحّب العديد من الدبلوماسيّين بهذا القرار، لكنّهم قالوا أن المشروع غير متوازن ويتطلب الكثير من التعديلات كمطالب محددة لنظام الأسد بإنهاء الأزمة ومحاسبة النظام على انتهاكاته لحقوق الإنسان. وبعد نظرة تحليلية إلى نص المسودة، يتبيَّن أن القرار يُطالب المعارضين أيضاً بإنهاء أعمال العنف ولذا فهو يساوي جهود النظام في قتل وتعذيب المتظاهرين بجهود المتظاهرين لحماية أنفسهم
 
وأعلن المجلس الوطني السوري أن الهيئة العامة للمجلس ستجتمع بين يومي 16 و18 ديسمبر/كانون الأول في تونس بحضور رئيس المجلس برهان غليون ومائتين من الأعضاء والعديد من الناشطين الحقوقييّن وسفراء الدول العربيّة
 
ومع بداية الشهر العاشر للثورة، اشتدّت حدّة أعمال العنف التي تقوم بها قوّات الأسد ضد الشعب السوري، حيث قتلت قوّات الأمن اليوم أربعين شخصاً على الأقل، أغلبهم في درعا وإدلب. وما زالت الحملة الأمنيّة ضد حماة مستمرّة حيث تواصلت  الاعتقالات وازدادت عمليّات الإرهاب والترويع بحق الأهالي بسبب إضرابهم المستمر
 
وفي إدلب، بدأ أعوان النظام والمخبرين في جسر الشغور بحملة اتّهامات للنشطاء بعمالتهم للنظام لخلق اضطرابات داخلية. ويأتي ذلك بعد فشل النظام في السيطرة على المنطقة حيث تُعتبر جبال إدلب مناطق شبه محرّرة بفضل ما سمّيَ بجيش صلاح الدين الذي يضم نصف كتائب خالد بن الوليد في حمص (توجد أربع كتائب في حمص مسمّاة بخالد بن الوليد). وأمّا في معرّة مصرين فقد تمّ إلقاء القبض على 13 مقاتلاً من ميليشيّات الشبيحة التابعين لفرع الأمن العسكري الذين خطفوا وقتلوا العديد من الناشطين
