Summary of Events

Russia, this month’s president of the UN Security Council, presented the UNSC work schedule which expectedly contained no Syria-related matters. Russia has vetoed a resolution against the Assad regime’s crimes against humanity, and expressed its opposition to any sanction on the regime, especially any weapons sales embargo. The Jordanian foreign ministry requested an exemption from the Arab League’s sanctions in the business and aviation sectors.

In Italy, regime mercenaries kidnapped the pregnant wife of opposition figure Dr. Muhammad Shawwaf and tortured her with electric shocks causing the abortion of her twin unborn babies. She was later warned and threatened not to inform the Italian police. The Italian police advised against pressing charges and did not move its forces to investigate the incident or to protect the family which continues to receive threats.

In Syria, security forces killed at least fifty civilians across Syria, but mostly in Homs. At the same time, reports indicate that the regime is unable to pay salaries to many teachers, military officers, and policemen, amidst a rise in the cost of living.

In Homs, security forces shelled and opened heavy machinegun fire in the neighbourhoods of Karm Zaytoun, Khaldiya, Waar, Baba Amr, Inshaat, Bab Sebaa, Hay Khadr, Karm Shami, Maidan, Jab Jandali, and Bab Draib. Reports indicated the burning of homes and kidnapping of children in Deir Baalba. Sectarian incitement by the regime continues as civilians on a bus were abducted by Assad’s mercenaries in the Alawite-majority village of Zaybaq. Alawite Another sectarian incitement was orchestrated by the Alawite Local Committees from Zahra in Homs when they detained and dragged dozens of Sunni men and boys and executed them publically.

On the other hand, the regime brought in more than a 100 tanks and armoured units along with 120 trucks loaded with soldiers and militiamen to Homs, in preparation for a repetition of the 1982 Hama massacre. The regime has been preparing for this operation by digging tunnels and erecting bunkers around Homs for the past few weeks. Despite the siege, night demonstrations broke out as usual from the neighbourhoods of Deir Baalba, Bayada, Khaldiya, Bab Houd, Ghouta, Inshaat, Qosur, Waar, Karm Shami, Hay Shammas, Karm Zaytoun and Dablan; and the cities and villages of Houleh, Qasir, and Palmyra.
