الاتحاد الأوروبي يفرض عقوبات جديدة وقوّات الأسد تنسحب من الزبداني
فرض الاتحاد الأوروبي عقوبات جديدة على 22 فرداً في
الأجهزة الأمنية وثماني منظمات ومؤسسات تدعم القمع في سورية. وتعتبر هذه
العقوبات هي الجولة الرقم 11 من الاتحاد الأوروبي. ويذكر أنّه سوف يتم
التصديق رسمياً على هذه العقوبات في الأسبوع القادم. وقد دعت بريطانيا إلى
تشديد العقوبات على نظام الأسد إذ اقترحت لائحة إضافية تضم 21 عسكرياً
وعضواً بالأجهزة الأمنية مسؤولين عن أعمال العنف. على صعيد آخر رفضت روسيا
فرض أي عقوبات ملوحة بالفيتو لنقض أي قرار في مجلس الأمن وأعلنت أنها لن
تقدم تفسيراً لشحنات السلاح الموجهة للنظام. ويُذكر أن روسيا باعت النظام
أسلحة بما يعادل أكثر من مليار دولار منذ 2010
ويذكر أنّ أكثر من 145 ممثلاً لمنظمات المجتمع المدني
العربية العاملة في العالم العربي طالبت جامعة الدول العربية بالنشر الفوري
لتقرير بعثة المراقبين وسحب البعثة نظرًا لفشل النظام السوري في تطبيق
بنود بروتوكول الجامعة العربية. وقد طالب هذه التحالف الجامعة أن تدعو مجلس
الأمن بالتحرك لمعالجة العنف المستمر في سورية
وقامت قوّات الأسد بالانسحاب من الزبداني ومضايا في ريف
دمشق بعد فشلها في التوغل فيها، إذ قام الأهالي بالإضافة لعناصر منشقة
بالتصدي للفرقة الرابعة على مدى 5 أيّام. ونتج عن المعركة تدمير 12 دبابة
وآلية ومقتل أكثر من 40 من عناصر الفرقة الرابعة وانشقاق 170 عنصراً. وسوف
يقوم النظام بالتفاوض مع الأهالي على تسليم عناصر من حزب الله تمّ أسرهم
وقتلت قوّات الأسد ما لا يقل عن 23 شخصاً اليوم، سقط
أغلبهم في حمص وإدلب وريف دمشق. ويقوم النظام بحشد أكثر من عشرة آلاف جندي
من الفرقة 18 عند المركز الثقافي في حمص للتوغّل في الأحياء الغربية
المنتفضة. وبدأت قوّات الأسد في إدلب بدكِّ مدن خان شيخون وكفرتخاريم
بالأسلحة الثقيلة والمتوسطة وسط مداهمات

Summary of Events
The EU imposed new sanctions on 22 security personnel and 8
organizations in Syria found to be supportive of the violence. This was
the eleventh round of sanctions that will be officially endorsed by EU
states next week. The UK has called for more sanctions against the
regime as it produced a list of 21 security and army personnel to be
included, while Russia refused any new sanctions on the regime and
warned it will veto any resolutions at the UNSC. Russia sold the regime
weapons worth more than USD $1 billion since 2010, the latest shipment
arrived last week for which Russia said it owes no explanations.
A coalition of 140 Syrian and Arab organisations working in nineteen
countries across the Arab world demanded the Arab League to publicly
release the monitoring mission’s report and to withdraw the monitoring
mission given the Assad regime’s failure to implement the terms of the
League’s protocol. The coalition also called for the League to defer the
Syrian issue to the UNSC to act immediately to end the violence.
Assad’s forces withdrew from the Damascus suburbs of Zabadani and Madaya
today after its failure to penetrate the defences of these cities. The
residents of the city, in addition to defected soldiers, succeeded in
holding the Fourth Regiment at bay for 4 days destroying twelve tanks
and armoured units, killing 40 soldiers, and leading to the defections
of 170 soldiers and officers. The regime is currently conducting
negotiations with the residents of Zabadani to hand over captured
Hezbollah militants.
Assad’s forces killed at least 23 civilians today; most fell in Homs,
Idlib and Damascus suburbs. The regime amassed more than 10,000 soldiers
of the Eighteenth Regiment by the Culture Centre in Homs to raid the
Eastern strip of neighbourhoods. At the same time in Idlib, Assad’s
forces started shelling the cities of Khan Shaykhoun and Kafr Takharim
with heavy artillery and tanks before raiding and sweeping the cities.
In a desperate attempt to collect money, the Assad government initiated a
grand housing project for more than 50,000 residential units, each unit
containing 16 apartments. Each apartment of the total 800,000
apartments offered will cost 1,000 – 2,000 USD to initially book
