انشقاق مسؤول مالي رفيع عن نظام الأسد
أعلن المفتش الأول في الجهاز المركزي للرقابة المالية
برئاسة الوزراء السورية ومسؤول التفتيش عن وزارة الدفاع محمود سليمان حاج
حمد انشقاقه عن نظام الأسد والتحاقه بالثورة السورية. وقال حمد أن النظام
أنفق ملياري ليرة سورية على الشبيحة لقتل المتظاهرين، وأضاف أن النظام
يتلقى دعماً مالياً من العراق وإيران
وقتلت قوّات الأمن اليوم 20 شخصاً على الأقل، معظمهم سقطوا
في مدينة حمص. ويُذكر أنّ أحد الجنود المنشقّين من حماة قد حذّر من نيّة
النظام القيام بمجزرة جديدة في المدينة، حيث يعتزم النظام تأديب الأهالي في
هذه الجمعة لمحاولتهم إدخال المراقبين إلى حي الحميديّة. ووجهت قوات الأمن
أوامر عبر مكبرات الصوت لإخلاء شوارع الحميدية وترك أبواب المنازل مفتوحة
مباشرة بعد مغادرة وفد لجنة المراقبة العربية للحي. وقد سُمِعت عدّة
انفجارات اليوم في حماة تلاها إطلاق نار كثيف خاصة في منطقة القصور وجنوب
الملعب وغرب المشتل والأربعين والحميدية. وقامت المؤسسة العامة للاتصالات
بقطع جميع خطوط المتأخرين عن دفع الفواتير، ثم أغلقت جميع مراكز التحصيل
ودفع الفواتير عدا مركز القوتلي الكائن في ساحة العاصي وذلك لخلق وافتعال
زحمة وكثافة سكانية لجلب لجنة المراقبين العرب ليشاهدوا كيف أن الحياة
طبيعية وأنه لا يوجد إضراب
وفي ريف دمشق، قام الجيش باقتحام داريا بالعتاد الكامل مع
مدرعات وباصات أمنية تابعة للمخابرات الجوية، وقام بوضع حواجز أمنية في عدة
شوارع وساحات رئيسية، وتمّت أيضاً محاصرة البلد عبر كلّ الطرق المؤدية إلى
المدينة. وتقوم المدرّعات بالتجول مع الباصات الأمنية لإجبار الناس على
مسح العبارات والملصقات المناوئة للنظام

Summary of Events
The Inspector General of the Central Financial Monitoring Commission at
the Prime Minister’s office and the Defence Ministry’s Chief Inspector,
Mahmoud Suleiman Haj Hamad, announced his defection and disassociation
with the Assad regime and joined ranks with the revolutionaries. Hamad
said that the regime spent 2bn Syrian Pounds on the Shabbiha militiamen
(USD $34 million). He added that the regime has been getting financial
aid from Iraq and Iran.
Security forces killed at least 20 civilians today, most fell in Homs. A
defected soldier from Hama warned of the regime’s intention to commit a
new massacre in the city, as it plans to punish the residents for
attempting to escort the Arab League Observers into the Hamidiya
neighbourhood. Security forces also called upon the residents of
Hamidiya to keep their house doors open and stay inside after the
Observers left town. Additional explosions were heard today in Hama
accompanied by heavy machinegun firing in the neighbourhoods of Qosur,
South Malab, West Mashtal, Arbaeeb, and Hamidiya. Syrian
Telecommunications cut off phone lines of residents who failed to pay
their bills on time and then closed all the collection centres leaving
only one branch open by the Quatly area to create traffic congestion and
show the Observers that life is normal in the city and that there is no
strike.
In the suburbs of Damascus, the army raided the city of Daraya with
armoured units and buses filled with militiamen under the supervision of
the Air Force Intelligence unit. Additional checkpoints were set up all
over the main streets and squares, and all the entrances to the city
were blocked. Armoured units swarmed the streets accompanied by security
personnel and forced residents to remove all anti-Assad posters and
graffiti.
استمرار العمليّات العسكريّة ضد الشعب الأعزل رغم وجود المراقبين والبنك المركزي يمنع التعامل بالعملات الصعبة
أعلنت جامعة الدول العربيّة أنّ المزيد من المراقبين
سيلتحقون بوفد البعثة في سورية. وقد انطلق 14 مراقباً عربياً من القاهرة
اليوم إلى سورية، منهم 12 عراقياً وتونسيين اثنين، وسوف ينضمّ إليهم ستة
مراقبين من البحرين لاحقاً. وقد طالبت الخارجيّة الفرنسيّة بتوضيح شروط عمل
مراقبي بعثة الجامعة العربية وأبدت تشكيكها لسير البعثة. وصرَّح الرئيس
الفرنسي أنّ المجازر المرتكبة في سورية تثير الاشمئزاز والنفور
يُذكر أنّ العمليّات العسكريّة مستمرّة رغم وجود البعثة
العربية في سورية، فمنذ صباح اليوم كان يُسمع تحليق الطائرات الحربيّة
النفاثة فوق سماء حمص مخترقة لجدار الصوت، بينما استيقظت مدينة الرستن على
أصوات الانفجارات وتصاعد النيران والدخان. واستمرّ القصف على البيوت
والتواجد الأمني الكثيف في شوارع حمص وتواصلت الجنازات بحضور بعثة
المراقبين العرب على الرغم من توقيع بروتوكول المبادرة العربية. وزاد
انتشار القناصة والحواجز الأمنية التي تفتش وتسرق أموال الناس حول الأحياء.
وقد عاودت ميليشيّات الأسد محاولة الإساءة للثورة والثوار بعد تضامن
غالبية المسيحيّين مع الثورة، حيث تقوم عناصر هذه الميليشيات بالدخول عنوة
إلى منازل المسيحيين في محردة القريبة من حماة ويهدّدون الأهالي ويطلبون
الأموال منهم باسم الثوار
وعلى الصعيد الاقتصادي فقد أصدر البنك المركزي السوري
قراراً بمنع كافة المصارف العاملة من القيام بعمليات مصرفية يترتب عليها
التزامات ببيع العملات الأجنبية مقابل الليرة السورية، وذلك لمعالجة الآثار
السلبيّة للأزمة الماليّة الناتجة عن العقوبات الاقتصاديّة على النظام،
خصوصاً العقوبات على قطاع النفط

Military Operations Continue Despite Observers’ Presence, and Central Bank Suspends Foreign Currency Trade

The Arab League announced that more observers will be joining the
Mission in Syria, as twenty more will be arriving in Syria soon.
French Foreign Ministry demanded a clarification regarding the
Observers' Mission duties in Syria and expressed doubts about their
ability to stop the killing.
The regime is running out of foreign currency reserves due to the
economic sanctions, especially oil sanctions; therefore it has opted for
an utter suspension of foreign currency trade.

Summary of Events
The Arab League announced that additional observers will be joining the
Mission in Syria. Fourteen Arab observers -twelve Iraqis and two
Tunisians- departed Cairo to Damascus, and six more from Bahrain will be
joining them soon. On the other hand, the French Foreign Ministry
demanded a clarification regarding the duties and responsibilities of
the Observers Mission in Syria and expressed doubts about its progress
and ability to report accurately.
Military operations continued in Syria despite the presence of the
Observers Mission. Military warplanes have been breaking the sound
barrier over the skies of Homs since the morning, while the city of
Rastan woke up to the sound of explosions, flames, and black fumes
covering its skies. Heavy tank and artillery shelling continued in
residential areas aided by heavy security presence and in the presence
of funerals and Observers’ convoys. More snipers have been deployed
recently, in addition to checkpoints which are used to extort civilians
for money. Assad’s militiamen are again trying to spur sectarian unrest
especially after most Christians joined demonstrations in Syria. The
regime started dispatching its militiamen to break into Christian houses
in Mahrada by Hama, to threaten the residents and demand money for the
“revolution”.
Economically, the Central Bank of Syria announced that all banks working
in Syria must not allow any transactions that might involve selling
foreign currency for Syrian pounds. This is a clear indication that the
regime is running out of foreign currency reserves due to the economic
sanctions, especially the oil sanctions and has therefore opted for a
total suspension of foreign currency trade.
