قال رئيس بعثة المراقبين الفريق محمد أحمد الدابي أنّ
أعضاء الوفد لم يَروا شيئا مخيفاً في مدينة حمص وأنّ الوضع فيها مُطمئن.
وسيقوم الوفد بالتوجّه غداً الخميس إلى حماة ومناطق أخرى بينها درعا وإدلب
بعد انتهاء زيارتهم لحمص اليوم. ويُذكر أنّه تمّ نشر مقطع مصوّر يطلب مواطن
فيه من أحد أعضاء الوفد أن يصرح بما يراه في ذلك الوقت من إطلاق رصاص
وأنّه لا يستطيع أحد المرور عبر الشوارع بسبب نيران القناصة، ولكن عضو
الوفد امتنع عن ذلك بحجة حصر صلاحيات التصريح الصحفي لرئيس البعثة. ويُذكر
أنّ البعثة لم تدخل بابا عمرو بسبب رفضها الدخول من غير ضباط من الأمن
السوري. ولم تسمح قوّات الأمن للبعثة بالذهاب إلى تلبيسة وطلبت من أهالي
المدينة اختيار وفد لمقابلة مبعوث رئاسي في فندق السفير يتكوّن من آصف شوكت
-نائب رئيس الأركان وصهر الرئيس- ومحمد إبراهيم الشعار -وزير الداخلية-
وهشام الختيار - رئيس مكتب الأمن القومي
وعلى الصعيد الدولي، أخفق الاجتماع الرابع للدول الأعضاء
بمجلس الأمن مجدداً في التوصل إلى توافق بشأن مسودة مشروع قرار مُقدم من
روسيا حول الأزمة السورية. ويأتي ذلك بسبب رفض روسيا والصين لتعديلات تقدمت
بها الدول الأوروبية في المجلس تشمل فرض عقوبات على النظام السوري بما في
ذلك حظر بيع الأسلحة. ويُذكر أنّ روسيا وسّعت من عمليّات بيعها للسلاح
للنظام منذ بداية الثورة
وذكر التلفزيون السوري اليوم أن حكومة الأسد أفرجت عن 755
شخصاً ممن احتُجزوا خلال الثورة المستمرّة ممَّن "لم تتلطخ أيديهم بدماء
السوريين". ويأتي ذلك إرضاءً لجامعة الدول العربيّة حيث تقوم الجامعة بوقف
التغطية الإعلامية الحادة للثورة بناء على تعديلات فرضها النظام السوري على
البروتوكول. وقد يتسبب ذلك في سحب التراخيص من أغلب المحطات التلفزيونية
المعارضة للنظام السوري. والجدير بالذكر أنّ الـ755 الذين أُفرج عنهم جزء
صغير من مجموع المعتقلين، حيث توجد أرقام غير مؤكدة تشير إلى أنَّ عدد
المعتقلين يقارب 212,000
وقد قتلت قوّات الأسد اليوم 28 شخصاً على الأقل، بينما لا تزال العمليّات العسكريّة مستمرّة في معظم أرجاء سورية

Observers’ Director: Nothing 'scary' in Homs and the Situation is Reassuring

The director of the Arab League observers’ mission stated that the
observers did not notice anything “scary” in Homs, and added that
conditions in the city are reassuring.
The fourth UNSC meeting for a draft resolution against Syria failed, as
Russia and China refused the amendments put forth by Western countries.
The Arab League has allegedly agreed to pressure media outlets to end
aggressive anti-Syrian regime coverage as stated in the amendments to
the observers’ protocol put forth by the regime.

Summary of Events
The director of the Arab League observers’ mission to Syria, Muhammad
Ahmad al-Dabi, stated that the observers did not witness anything
“scary” in Homs, and added that conditions of the city are reassuring.
After concluding their visit to Homs today, the mission will be heading
to Hama, Daraa, and Idlib tomorrow. A video circulated on YouTube shows a
resident from Homs talking to an observer with sounds of gunshots in
the background. The resident asked the observer to declare that he could
not cross the street due to sniper fire, but the observer declined
claiming that public statements can only be made by the director.
Furthermore, observers did not enter Baba Amr as they refused to enter
the neighbourhood without a security escort. Security forces also denied
the observers entry to Talbiseh and asked the city to appoint a group
of representatives to meet up with a Presidential delegation composed of
the Resident’s brother-in-law Asef Chawkat, Interior Affairs ministry
Ibrahim Shaar, and Director of National Security Hisham Elekhtyar.
Internationally, the fourth UNSC meeting to discuss the draft resolution
on Syria failed, as Russia and China refused the amendments put forth
by Western countries. Russia refused an arms embargo on the Assad regime
as it has acquired numerous arms contracts with the regime since the
beginning of the revolution.
Syrian TV announced that the Assad regime released 755 detainees whose
“hands were not stained with blood”. This announcement comes as an
appeasement to the Arab League which has agreed to pressure media
outlets with heavy-handed coverage against the Assad regime to end their
negative coverage. This amendment will likely end the activities of
most Syrian anti-regime news channels in the region. It is noted that
the 755 detainees released by the regime are only a small fraction of
the number of incarcerated demonstrators, which is closer to 212,000
according to some unconfirmed reports.
